no to chatrooms. Full of paedos, spammers etc and not fit for chatting...and if you find a room where 'chat' happens, it's a bunch of fucking 11yos that constantly threaten to take their bat and ball and go home.

Users who like real time interaction tend to use the chat rooms most. Lots of good rooms to pick from, and General Chat being a great place to start.

Forums tends to be used mostly for comment to improve the site, appeal /complain issues, get help with tech issues or other site news.

I use both.
