@SanDruh does bring up an interesting point though... what happens when a large enough group of people are disturbed by one person's behavior? We all know what happens... that one person becomes the center of attention for the next 15 hours (ok, that might be an exaggeration).
One thing that I have learned in my few short months of modding.... the "ignore" button is WAY more powerful than the "kick" or "mute" button. It's well known by my friends in general chat that before I modded I had about 300 people on my ignore list. I was blissfully ignorant of what the trolls, or people who don't like me, were saying.
If someone becomes that disruptive, but they aren't breaking the rules... I gently suggest to try taking away their power and click ignore. If everyone would do that, that disruptive person would soon go elsewhere to feed their need for attention, and you might be happier for it.
.....although Hunger Games Chat Ave might be an interesting idea......
