To the OP: you are preaching to the choir. Most of us have suggestions on how the site could be enhanced. The only people who have the actual power to do that are the owners. So if you understood how this site works you would direct your suggestion to the correct place, chatmaster.

If you don't like it, just ignore it.
Moderators and administrators are unpaid volunteers.
and even if there is a way to block IP rollers, there will always be ways to bypass them.
That's how life works because once one person figures it out, the next person will do the same.
And the only person who can make changes is the cm, so go make suggestions instead of blaming the moderators and admins for "not being able to block IP rollers."
