What are the best ways to get a job interview call?

Few observations i have made in all my searches.
1) You have to just touch your resume on job portals once every 2 days because recruiter check freshness and those who had recently updated their resume remain at the top
2) Right Keywords. Because when a recruiter make a search he/she uses keywords and the profiles that matches them are displayed.
3) You apply for jobs on portals but do not get calls. This is actually passive job search. If you want to be a active job seeker, you have make an extra step and call them up or mail your resume separately to their ID's.
4) Your Resume should be short. Long and overtext CV's actually repels recruiter's interest as you are making things difficult for him.
