Possible to upload pictures as attachments?

Is it possible to upload via the forums from your file directory and if so how.

Or do I need to upload to third part hoster and copy the URL only?

That doesn't always work for me. Some threads I can load from my computer some I can't. this particular one doesn't let me. When I click the "picture" I don't get the attach files button in the lower left I get a dropdown with a box to enter an http.

okay it doesnt allow me on desktop either i wanted to post memes in the meme thread but i have them on my phone so i need to upload them to imgur first then hop on desktop and then go to imgur and then come back here SO ANNOYING
