Question on Hypno gifs

I understand the rule for this...
"Do not usa Flashing or Strobing gifs in main chat room. This can be dangerous to some users with PhotoSensitive Epilepsy and can cause serious harm."
But my question that i posed was about a static pic. not a gif. Is this allowed as it does no harm?

I don’t think a static pic would fall into this rule, depending on what the pic looks like.

I think this is the part that matters. If it's possible, it probably shouldn't be allowed. That was my logic.
