Every chat site will have people like those. It is an unfortunate consequence of the internet. We have staff here giving their time for free to help control that behaviour.

It sometimes takes a little time for accounts to be banned purely because there can be several hundred users in a room, several Moderators monitoring the room, and one Admin who is the decision-maker on who to ban or not ban.

If those conversations happened and they were reported as you say then I'm sure the people you were talking to would have been kicked out and will be banned. I suspect you would have also been kicked out and banned. Staff here can (and do) make reports to the police, Internet Service Providers, and other organisations.

Please do not suggest that any of the staff here support the activities shown in those screenshots. You complain about perverts but these forums are for ages 13+ and you are sharing content that minors shouldn't be exposed to. What is your justification for that?

it can take time. mods have to get the reports, see the reports, record the reports and send to the admin. it can't always be instant.

It takes about 5-10 minutes just for me to clear out all of Gay Chats reports in the morning time, some people just don't understand the time it takes... We rather them report things instead of not reporting though.

There is mulitple features mods can use depending on what the situation is. Just because you did not see anything happen to 'em does not mean the mod/admin didn't do anything.
