Unable to block a user, only shows an option to unblock which does nothing?

Hello not much more to say than that I'm given to the "option" to unblock someone who is not blocked not able to actually block them. And for some reason I am unable to upload images of what I'm experiencing no matter the file size lol. http://imgur.com/a/feiycdC tried to paste in "upload from URL" but here

The best way to share an image here is by uploading the image to imgbb or imgur and sharing the link.
 
This is happening in General chat as well. ******** that I know are blocked still show up in chat. When you go to look at their profile on the three little lines it says "remove block" so I see they are already blocked. When you try to remove block it does nothing. It seems to only be happening at random and not all the time. Just certain ones, the block doesn't work.
