Frisian is the closest european language to old english, yes.
Although that copy-paste 'language-family' thing you posted is not entirely accurate.

It’s fairy accurate with regard to pointing out that Scots is a subclade/subbranch of Anglo-Frisian, which it is. I mean, the classifications upstream(earlier, ancestral languages from which a language family descends) are not entirely accurate, in the sense that that tree is incomplete, they omitted all the “proto” forms, amongst other things. 🤓
