Add a short timer before a new guest is allowed to chat.

I believe adding an 30-60 second mute to a guest when they first join would stop a lot of the spam issues.

Yeah kids chat has where you are automatically muted upon logging in, dunno about other rooms.

At the least it would give us time to ignore the spammer
