Ban: made 2 different accounts/identities

Hi, I was not aware that I am not allowed to make 2 different accounts linked to each other, I would like to delete one of them, although being banned from teen chat. 2nd, What does IP Ban mean for this reason? as it also includes ''Your IP address has been recorded and can be used by law enforcement to identify you in cases involving illegal activity. '' (I have never been banned before)

@Akrta I tried to delete it before I received the ban. It was banned during the process of being deleted, just a bit concerned about the whole IP ban and the law enforcement stuff.
