It’s mainly for fan editors.

Basically, If I wanted to edit the show Greys Anatomy and I only needed clips of Meredith, instead of watching the entire seasons, combing my way through for them. Someone would have gone and extracted each scene Meredith is in (maybe sort it into seasons and what mood she’s feeling) and then I use those clips that they’ve sorted out for my edit.

Sometimes, I get really lucky and full season and episodes are uploaded, however that’s usually for short season for example My Lady Jane, or only done for one season of a show.
