How many mutes/kicks does it take to get banned?

We see people all of the time posting about getting banned for what is seemingly a first offense, which many times is proven to not be true.
Nevertheless, there are those that commit the same offense(s) over and over, and they get muted and kicked but don't get banned, then they run to the Forum whining and crying only to be told by staff that they could have been banned but weren't and to be grateful... Huh?
So, why weren't they banned?
It doesn't make sense. It seems to me that if a person has committed the same offense(s) a number of times that staff pretty much has that person(s) flagged, yet if that person(s) is only receiving mutes and kicks over and over, then muting and kicking isn't teaching that person anything about what rules mean. Maybe being banned just might do the trick.
This should apply particularly to 13+ rooms, where men show up exposing themselves and then there is trolling, and there are other examples.
Yet, the question remains:
How many mutes/kicks does it really take before someone can be banned?
 
Yeah man I don't know how this all works in terms of who makes the final call, but all I'm saying is Ness did what he could for me but someone above him said no.

It's just another room. 17+ and very little college talk goes on there. We're a pretty dead room though. There are plenty of others available if you feel like checking them out.

@Finn2.0 is 71 years old and he still lives like he's a college student even though he stopped going some day citing "yeah the bois" as his reasons.

If he can do that don't ever let anyone tell you you're too old for a room with no upper age limit!

Well then can it be asked how many mutes and kicks before you notice me hunny? It's you know been so long since we've known each other.

Seems like something that would change depending what room (or site) you're in. Also not something a mod should tell you the specifics of. But I think @Coyo has already given you a good answer before:

Depends how you play the game. You could just tap the ball and post a few naughty links or you could go for the full home run and be a total predator (the latter will generally get you a ban as a first offence).

Posting links to other chat sites will also reward you a permanent ban, first time. This is site wide.

It also depends on the regularity of the offence.
If you've got a real pain that comes in every hour on the hour just to be a pest then of course a ban is the only way to stop them returning after the standard 2 hour kicks - which of course then many admins will ban (for a day, 2 days, whatever have you), just so the room can get a break from the dim light dulling the vibe.

For minor transgressions it's warn, mute, kick - increasing the time of each mute/kick incrementally.

Edit; I know you're talking about a particular incident which I'm not going to comment on because I didn't witness and don't really have an opinion on. But that's the answer to your question
