IP ban on cellular?

Hi there! My username on gay chat avenue is the same as here. When i go off wifi on gay chat aveuene its saying my ip is banned? is there a way to get around this? I know a moderator had to change something in the system earlier when i thought i had actually gotten banned. Like on wifi it works perfect and it doesnt say im banned at all
