Once again banned without any reason just "overage"

I was banned recently due to my banner image being an clearly overage police officer but shortly after I got everything sorted out and got my ban lifted along with the image removed from my banner and was told to not use it again i apologized and went with the picture of a bird for my banner and once again I get banned for "overage" but this time for no reason I'm starting to feel targeted
