Of course they have powers to prosecute them. Every wonder why ******, Apple, TikTok, Facebook etc can be charged and prosecuted in many countries? If they do business there (i.e. provide a service that a citizen can take advantage of) they are subject to the laws of that country. It's why, for example, only users of certain countries can lock their profile on Facebook. Those countries made it a stipulation for Facebook to do business there.

So no, they are not powerless.
