That is an excellent question for that user's parents, @Yalilgirlyarii. Lets be clear as well, its an excessive cleavage picture that mods remove and the user puts back up. I just logged in and it is not that same picture, did she change it?
If she posted something in main, please make sure that is reported as well.

She was warned multiple times she’s 14 posting her cleavage almost to her nipples

I've tagged the admin and the mod that was dealing with this thread. They're not "allowing" it, she's pretty obviously ignoring warnings and reposting it.
