The whole purpose of a rule is to establish order. Rules are an integral part of society that help maintain the harmony and security of a community. Rules also hold individuals accountable by enforcing consequences as part of their rulebreaking. Fair enforcement of rules is crucial because it promotes trust, encourages compliance, and prevents injustice. When moderators are given full discretion on how they should enforce these rules then you allow them to apply these rules or consequences inconsistently and with bias. This results in a breach of trust and a community with increased conflict. If individuals observe that some members of the community can flout rules without consequences while others face severe penalties for minor infractions, they may become disillusioned with the system and feel justified in disregarding those rules themselves. This is why its imperative that not only moderators prioritize fairness but also that the rules that govern them also prioritize the fair application of those rules.
