Whenever you talk to people online you are taking a risk. You never really know who that person is, their age, their gender etc. As has been suggested above, if you are concerned about talking to underage people then just ask someone their age. If they tell you they are underage then stop talking to them and if they are younger (or older) than the room allows, report them to a moderator. Seems pretty straightforward to me.
