why are underage allowed to register accounts

Hi and thank you for pointing that out. The best thing to do is report the PM and let a Moderator deal with them.
To answer your question, anyone with a valid email account can register on the site. There is no way to stop an underage person from doing that. But whenever a Moderator becomes aware of an underage user, they should kick them out of the chat and report their username to their Admin for banning.
