Why isn't she being banned????

ImJustMe is a 14 year old kid that has been banned before but keeps getting back in. why isn't she getting banned fro good????
 
Not all bans are permanent. Some apply for the time that it takes the original account to autodelete (usually 30 days).

You will need to list the room. You can have a conversation with the administrator of said room. I am doubting you will get anywhere as mods and admins are not allowed to discuss bans of other users except for H.R.
The best advice is to report user to staff on duty.

Not sure who you meant but I am very sure all admins would know who they can or can't ban following their room's rules so I will refrain from commenting on that part besides situation might differs from one room to another 🙏.
