All of chat avenues problems would dissipate if it removed the guest account feature.

There is no point in having mods or admins if people can circumvent bans or mutes with guest functionality. This is why regular users leave because of the groomers and other users targeted harrassment by using guest accounts to get out of ignores.
So what else is new?
 
Imagine you're a new user, just landed on ChatAvenue and you want to try it out, would you sign up? How many websites do you leave because it asks for you to make an account?

If you make it harder for people to use the site, fewer people would use it. As a social site that relies on the number of users, would you put a restriction on that?

A restriction SHOULD be put on that. Better a site with fewer users than a site completely full of perverts.

The simple solution is to not allow guest accounts to post. That way they can check out the site and see if they like it and if they do they can register. But they would be restricted from causing problems.

To the OP: unfortunately not ALL of the problems here would be gone if there were no guest accounts. You still have plenty of people who register and violate the rules, are pedos/underage, etc. That is why the site needs Moderators and Admins.

Imo, there is no magic bullet. Guests can be a real pain- we all know that. But the site has in part branded itself by offering a simple account creation process, and in the case of guest accounts- relative anonymity.

The best solution has always been, good moderators who care about their respective rooms and sort the issues.

Sites with fewer users die. Now think of it from a business point of view. Take any popular social media, and re-read this:

It's far to easy to make an account, that being said, any extra step hurts the evaders more, i've seen places that have a 15min mute for all new accounts tho, and that would help a lot. Spamming is ineffective now, imagine how worthless it would be 15mins between each roll.
 
An ignore feature that ignores all non-registered accounts.
In fairness, you can stipulate that you’d only like to receive private messages from registered users and/or those on your friend’s list. It doesn’t weed out the guest users’ messages in the main room, but it does cut down dramatically on a lot of private nonsense.

Consider: this site is a FREE chat site. The income to keep the site functioning is derived from advertising based on user numbers. Internet access, servers, software and updates all cost money. Do you really think that the puny VIP sales pay for everything? Not even close! So, the answer to eliminating or restricting guest accounts is to put this site behind a paywall, and charge all the registered users a monthly fee. Honestly, how do you think that might go? When sites like the Washington Post or the New York Times put their sites behind a paywall, their e-readership went right in the tank.
