People who micromanage are control freaks. Tell them that they can either let you do the job that they are paying you to do, or that they can do it themselves.
 
Document everything. Emails, meetings with HR, dealings with this person, etc. Especially if it’s already been brought up to management and the person is ignoring their recommendations.

The less irrefutable evidence involved, the better.

Figure out what the in-person recording laws are, too, for where you live in order to cover those desk visit conversations, if at all possible.
